Make sure to run as admin. I didn't the first time so it didn't work, but it's fixed now. I believe it is a steam issue rather than a CS: That said, it clnnected also be because the client for some reason wants to occupy very less bandwidth, although it shouldn't, thereby giving you the error.

I can add it to this post and hope the mods sticky it. This did not work for me, but going and changing users, even if cknnected was the same account, worked. If thats off the table, then try shutting down any background apps that may be occupying your bandwidth.

Some of Valve's game cordinating servers were down a few mins back. If you usually have stable connection, the problem is on valve's side.
